Rethinking allocations


This report sets out the findings of our study that explored how social homes are being allocated in England. In particular, it looks at the potential impact of rationing processes, particularly in relation to decisions about who gets access to waiting lists, how those who do get access are prioritised and the potential for pre-tenancy activity to exclude those most in need of social housing.

The paper provides valuable insight for anyone interested in, or involved in, developing or delivering systems for allocating social housing in England. Throughout the report, we provide practice examples and make a range of recommendations for central government and for those involved in systems for accessing social housing.
