The objective of the CIH level 4 Certificate in Housing is to provide you with technical knowledge and understanding across a broad range of housing topics. The qualification explores areas of housing policy, law, finance, and professional practice in four mandatory units:

  • Housing policy
  • Housing law
  • Financing for housing
  • Professional practice skills for housing

You must then complete two optional units, from a choice of four:

  • Housing management
  • Strategies for promoting independent living & well-being
  • Managing people and change
  • Research skills for housing

What will I learn?
Unit 1: Housing policy Core unit

On completion of this unit, you will:

  • Understand the policy process in a housing context
  • Understand the historical development of national housing policy
  • Understand how a housing policy impacts on practice
Unit 2: Financing for housing Core unit

On completion of this unit, you will:

  • Understand the impact of financing policy on the provision of housing
  • Understand the income and expenditure of housing organisations
  • Understand approaches to budgeting and forecasting for the financing of housing organisations
Unit 3: Housing law Core unit

On completion of this unit, you will:

  • Understand the legal framework in a housing context
  • Understand the key legislation in relation to landlords and tenants
  • Understand the application of the law to an area of housing practice
Unit 4: Professional practice skills for housing Core unit

On completion of this unit, you will:

  • Understand the concepts of being a member of a profession and acting professionally
  • Understand the skills required to be a housing professional
  • Be able to assess own professional performance
  • Be able to manage own professional development
Unit 5: Housing management services Optional unit

On completion of this unit, you will:

  • Understand the basis for the provision of housing services.
  • Understand key housing management functions.
  • Understand how individuals access housing.
Unit 6: Strategies for promoting independent living and wellbeing Optional unit

On completion of this unit, you will:

  • Understand the policy context of independent living and how it contributes to the integration of health and care
  • Understand local strategies for health and well being
  • Understand organisational procedures to safeguard individuals with care and support needs
  • Understand how technology, housing management practice and design can enable independent living to achieve health and well being
Unit 7: Managing people and change Optional unit

On completion of this unit, you will:

  • Understand the key human resource functions used to manage people.
  • Understand the principles of team management.
  • Understand how to manage change.
Unit 8: Research skills for housing Optional unit

On completion of this unit, you will:

  • Understand why research is important for planning housing and housing related services
  • Understand different research methods and research ethics
  • Be able to plan a research study.
Do I qualify
Who can apply to study for this qualification

To enrol onto this qualification you should, as a minimum requirement, have completed one of the following:

  • The CIH level 3 Certificate in Housing Practice
  • An equivalent level 3 qualification

If you don’t meet this minimum requirement but have relevant experience working in the housing sector, your application may also be considered.You will be asked to provide evidence of your qualifications and/or your experience of working in the housing sector as part of the application process.

Duration: approximately 12 months, with an average of 8 hours study a week

What is bitesized learning?

With CIH bitesize learning at level 4, you can study either or both of the following two units Managing People and Change and Professional Practice Skills for Housing. 

After the completion of the above units, you have the option to study the full qualification where these individual bitesize units will contribute to the full qualification.

  • Manage your own time - committing to shorter periods of study time, each unit can be completed online in just eight weeks.
  • Pay as you go - pay per unit rather than having to pay the cost of the full qualification in one go.
  • Get recognised - receive a digital certificate for each unit completed.
