Preparing for the Autumn Budget 2025

The Chancellor has today confirmed that the Autumn Budget will take place on Wednesday 26 November 2025, with the Office for Budget Responsibility commissioned to prepare its economic and fiscal forecast. The government has said this budget will focus on ‘delivering for working people’, with an emphasis on renewal and growth through investment and reform.

At CIH, we know that housing and a fair, effective social security system are central to the UK’s economic and social future. A well-functioning housing system doesn’t just provide homes – it supports productivity, health, education, community stability, and the transition to net zero. But too often, shortfalls in supply, decency and affordability are holding back growth and undermining people’s life chances.

That’s why CIH will be making a formal submission to HM Treasury ahead of the budget. Our response will call for:

  • Further investment in housing to tackle supply shortages and improve quality and affordability
  • Reform of the social security system to ensure it provides an effective safety net for those who need it.

We will draw on evidence from the UK Housing Review, the expertise of our members, and our recent consultation responses to make the strongest possible case for action.

The Treasury’s portal for Autumn Budget representations is now open and will close on 15 October 2025.
